Halladay has gone the distance in his last two starts at Washington (22-30), including a six-hitter in a 3-2 victory April 13. He is 9-0 with a 1.49 ERA in his last nine overall outings versus the Nationals, with two of those victories coming this season.
The Phillies (33-20) have won the last five games in the season series after dropping the first meeting, 7-4 on April 12 in Washington. They should have their regular lineup intact Monday after manager Charlie Manuel sat Ryan Howard, Chase Utley and Carlos Ruiz in Sunday's 9-5 loss at the New York Mets.
That defeat ended Philadelphia's four-game winning streak.
Utley will get his first look at Nationals pitching this season. The second baseman, batting .238 with one homer and two RBIs in six games after opening the season on the disabled list with right knee tendinitis, hit .327 with four homers and 11 RBIs against Washington in 2010.
Utley is 12 for 32 lifetime off Livan Hernandez (3-6, 3.71), who is scheduled to get the ball for the Nationals on Monday.
The veteran right-hander was in line to snap a personal four-start losing streak Tuesday at Milwaukee after allowing three runs in six innings, but the Nationals' bullpen was tagged for four runs to deny Hernandez his first victory since April 28 and Washington lost 7-6.
"We've got the best bullpen in baseball," Hernandez told the Nationals' official website. "... You're not going to be perfect every time."
Hernandez is 3-2 despite a 1.80 ERA in five home starts, as he's received zero runs of support in the two losses. More of the same could be in store Monday, as the Nationals have scored four or fewer in 10 of their last 12 games.
"It's unbelievable. We have to do something different," shortstop Ian Desmond said following Sunday's 5-4 loss to San Diego.
So does Howard, who is 3 for 21 with eight strikeouts against Washington this season. He's a pedestrian 7 for 30 lifetime off Hernandez, but three of those hits were homers.
Phillies teammates Raul Ibanez and Jimmy Rollins will look for continued success against the Nationals after going a combined 14 for 25 with two homers and seven RBIs in a three-game home sweep of Washington from May 3-5.
The Nationals totaled two homers and eight runs during that series.
Former Phillies outfielder Jayson Werth, who drove in his first run in eight games Sunday, is 5 for 21 with one homer against Philadelphia this season. He is 2 for 8 with four strikeouts in his career versus Halladay.

While that line would be considered a quality outing for most pitchers, the reigning NL Cy Young winner also allowed a season-high 11 hits and failed to pitch into the eighth for the first time in four starts.
