Kemp hit a solo homer in the seventh before his grand slam capped a five-run eighth and made it 7-all. Kemp has 15 homers, two behind Cincinnati's Jay Bruce for the NL lead, and is hitting .318 with 46 RBIs.
"He's kind of putting it all together," Dodgers manager Don Mattingly said. "Over the course of the season, we see what Matt's capable of. Though he's had good seasons, we knew he was capable of more."
Seven Cincinnati relievers combined to give up nine runs and 10 hits over the last four innings.
"We didn't do our job today as a whole," said Logan Ondrusek, who surrendered Kemp's slam.
Joey Votto had two hits, including his eighth homer, and three RBIs in the loss. The 2010 NL MVP leads the NL with a .341 batting average.
The Dodgers are 27-10 against Cincinnati since the 2006 season. Looking to add to that total and win his third straight start, Billingsley (4-4, 3.46 ERA) will take the ball for Los Angeles.
The right-hander won at Houston on May 24 for his first victory in nearly a month. Last Monday, he gave up a career-high 11 hits in seven innings, but limited Colorado to one run as the Dodgers cruised 7-1.
"Guys are swinging the bats well right now," Billingsley said.
The Dodgers (27-32) backed Billingsley with 12 runs in his last two starts. He had gotten six while going 0-3 with a 2.91 ERA in a five-game stretch April 27-May 19.
Billingsley, who was born about three hours north of Great American Ball Park, is 1-2 with a 4.66 ERA in four starts in that stadium. It was in Cincinnati where he had his shortest outing last season, a three-inning stint in which he was tagged for seven runs and seven hits in the Dodgers' 11-9 loss on April 20, 2010.
Votto is 7 for 16 against Billingsley.
Wood (4-3, 5.05) will make his first start of the month for the Reds (30-29) after going unbeaten in May. In six starts, the left-hander was 3-0 with a 3.50 ERA, helping Cincinnati to a 4-2 record.
Wood beat Milwaukee last Monday, yielding three runs and seven hits in six innings of a 7-3 victory.
"I felt like my pitches were working pretty well. I would like to have gone a little deeper into the game, but I'm glad that I was able to hold them off," said Wood, who has not made it through seven innings since his 2011 debut.
This will be Wood's first appearance against the Dodgers.
